14) The unit which received the casualties and had to not charge for failing morale will move a full move back turning around exposing its rear to the enemy. The enemy continues his charge into the enemy using the roll of a D-6 as if the enemy evaded. (page 14 top)

The evaders still evade and the unit having to retire from shooting does so.

Well rough means the terrain or ground is not flat. Being not flat it will have an effect on units moving over rough uneven terrain.
